I have triedthe system repair from the menu it wont repair because it is in safemode

most likely your problem occurred due to errors during shutdown the system or hard disk bad sector problems and may be due todamage from the file system.
to measure the recovery of the system, tried to get to safemode (f8)
if you succeed in safemode, do the ScanDisk on c, but if you can not enter safemode is difficult to undo the damage without the recoverycd or windows cd. you can try to open the hard disk of the problemcomputer and connect to other computers that work and do aScanDisk process through the computer and if the computer has the same system with a computer problem, can copy and paste regeditright to the computer of the problem.

try in safemode using f8, or else go to repair your computer in same screen and try system restore to reset computer to an earlier time. still not working then recovery is only option. use the alt+f10 keys on the system power up.

Once you turn on the pc tap on F8 for the advance boot option to appear.
Try to check if you can load even on safemode.
Once on safemode do a system restore.
Start;All programs;accessories;system tools;system restore

If in case you still it wont load you have to contact Microsoft support.

Try to boot you computer to safemode, turn off computer then turn it back on then keep on tapping F8, then choose safemode, if youre able to boot to safemode, do system restore going back to the time that its properly working, click start > all programs > accesories> system tools > system restore then pick a date when you think that its properly working..

If its not able to boot to safemode, you will need to reinstall the operating system using the recovery disc that came with the computer.

Try to boot your Windows 7 bootable DVD and check for errors and then restart. Keep Tapping F8 until you see the safemode options. Then get into the safemode and goto command prompt type the chkdsk c:/r after that a process completes and then try typing fixboot thats it. It will work. Let me know if the problem cant be resolved or if you have any doubt.

try running it in safemode and if you have recently added any new hardware or software that may be causing your problem uninstall it while you are in safemode.

As the computer boots press F8 to enter safe mode. If this is successful then everything on the screen will look big, ignore that for now. uninstall anything that may be causing the problem. If you have not loaded anything lately, then while in safe mode restore your computer to an earlier date when you know that everything was working okay.

You can do this by going to Start>all programs>accessories>system tools>system restore. Then choose a date when you know that things were okay and press restore. You computer will restore to the date you selected and it will reboot. If asked to whether you want to start windows normally after the boot then select that option.

You may have let your updates get turned off and viruses have got in on you.
Norton hasn't been doing that great these days. You have to stay on top of your settings all the time to make sure there set to the highest level and your updates need to be checked regularly also.
You might try booting up in safemode and trying to reinstall from hard drive or repair it and see if this helps. If it lets you repair it go ahead and run a virus scan while in safemode. Although the last Norton I tried to run in safemode wouldn't work. You might try to repair it before you try safemode.
Go to the control panel and add & remove programs and click uninstall norton. It should give you the option to repair it. If it does run repair and see if it helps. If it does run updates immediately and then run a full system scan. Go into the settings and make sure you are set to the highest level of protection in Norton options and settings. I always set mine to repair and then delete if repair failed.

- If the system can still boot to safemode w/ networking try to download some third party tools to check if the system is infected of virus.
- If the system wont even boot to safemode or freeze under safemode try to do windows repair.
- If this will not help you, try to back-up data using a third party vendor and do clean reinstall or you can also try running diagnostic test to check hardware issue.
