I always get the message 'The server at www.youtube.com is taking too long to respond.'

Hello,
This is pretty simple:
1- This problem is mostly generated with FireFox (although I am a FF fanatic myself), solve it through clearing all your Private Data (hit CTRL+****+DEL) and choose all boxes then clear the data. Restart FireFox and try again.
2- Do the same with Internet Explorer (clear all your cache, cookies, history) and surf youtube.com

do you use another firewall than the build-in-windows-one? like zone-alarm
configure your firewall to open port 80 for your browswer's needs

There's something going on with their server. Sometimes they are doing site maintenance or upgrades and you will get this message. Try it after a few moments (or sometimes an hour or so) and it should be fine. There's nothing wrong with your computer or internet connection, as you were able to post here.

Ok, first thing's first: Youtube is currently up and running.
Having stated that, it sounds like your browser is hanging on to a saved cookie (may be malignant) or a saved offline web page.
You didn't really state which Browser you are using, but if you are using Internet Explorer, then you should go to your browser and click on>
tools > Internet Options
Look at the section called 'Temporary Internet files'
Click on the buttons that say "Delete Cookies" and "Delete files" (or adjust the wording acording to your version).
**IMPORTANT: After this is done, you will no longer be able to automatically sign on to websites where you have chosen to keep your login information. You will need to sign on again.
