The unit runs and air comes out of the top vent but does not heat unless I put the vent fan on. Tried turning the fan on, starting the unit and then shutting the fan off a few seconds later and it will not heat. Will only heat while the vent fan is running.
That's really odd. I don't believe I've heard of that one before.
I would suspect the problem is on your control board, which in most can be repaired simply and inexpensively.

Mine does the same thing, and so does my neighbor's. They are both GE that were installed when the homes were built back in 2011. I don't have the money to replace it, but my neighbor found out that it still works if you turn on the fan. it's been like this for about 4 months and still works, so obviously the magnetron isn't failing. and I read other posts about this same GE phenomenon that people replace everything from circuit board, to touch pad, to door latch and none of it made a difference. I think GE forgot to install the proper "fail system" all appliances have as soon as they are out of the two year warranty.

OK, you will need to replace the magnetron and the touch pad as well. this will fix this issue.

Chances are you have a magnetron that's failing. GE had a rash of "underperforming" magnetrons on these units. They replace the magnetron, stirrer and high-voltage diode at no charge for parts as long as a GE-authorized service center does the work. Sometimes the unit gets run too long in a failing state and the waveguide and chassis of the oven get damaged. The bulletin shows you where tyo check. Update: I took it back. After speaking to GE, they said that's just how it is, there is no way to silence or quiet it. I took it back and bought an LG. I love it!

It may be a bad door switch, a loose door switch mount, or a problem on the control panel, such as a sticky relay.
I would suspect a sticky relay first, but the door switches should be checked.

If the unit is not under warranty, I would probably buy a new one for a few reasons. First of all it sounds like it could be the magnetron, and replacing them can be expensive (after that you are going to keep replacing parts like the weakest link). Finally, they can be dangerous, so I would not recommend on working on them yourself. If you shop around on the Internet, you will find a replacement one for half the price. I know this is a negative answer, but it is probably the safest answer.
