After disconnecting these pc's for moving, we have a tough time getting them to recognize the mouse and keyboard upon Windows XP boot. Restart, restart, restart... seems to be the only solution that works. Once the mouse and keyboard are recognized, they work fine on subsequent reboots.
Why run dead XP?, is the PC ONLINE? or off/?

you do know MS killed dead Plug and Play for XP 4 years ago right?
the top failure of any pc running XP would be USB devices.
USB devices are extensive in scope, endless types
and top of the list are mice, and keyboards.(vast types exist))
The PnP engine scans the local driver cache first.
if no mouse (example 1) is found to match your unstated mouse
then it must do what? go on line, to MS.com
and MS pulled the plug..... just like they did

i would reset your keyboard and mouse settings to default then shut down pc.. unplug components and wait for 3o secs and then try again.. if the problem persists, you may just have some loose connections especially if your pc is older..make sure there is enough slack for your mouse and keyboard wire to move around.. i know sometimes we can ruin them if we have then stretched to far out.. hope this helps.. d

Take your system to your local computer repair shop, as is you are not aware of the bios settings, you could mess up your pc.

The RAM maybe faulty, try reseating the RAM, if that doesn't work try one RAM modulel at a time.
Try testing the RAM in another computer or take it to your friendly computer shop.

It sound like your USB Ports is the problem. Go to the Hardware manager delete the USB Ports and then shutdown and power back up.
The system then should reinstall the USB Ports and associated drivers. If not the USB Ports were probably fried by the power outage.
