Need a manual for the viking scandinavia 100 sewing machine

I was unable to locate any indication that there is a needle up/down feature. Here's a manual:

Changing the Presser Foot ! Turn off the main switch

1. Make sure that the needle is in the highest position. Pull the presser foot towards you and slight pressure downwards.
2. Line up the cross pin on the foot between the spring and the presser foot ankle. Press back until the foot snaps into place

if you don't have the accessory that looks like a short piece of rubber hose used to remove and reinstall the bulb, take the machine to an authorized Viking repair dealer and ask them to install a new bulb.

You may be able to obtain a replacement foot pedal from you local Husqvarna Viking dealer.

The best way is to take it to an authorized repairman.
You can try getting it very warm, like putting it in the warmest sunlit room in the house, or in the back seat of the car in sunlight. If it works better when it gets warm, the reverse mechanism will need to be cleaned. Then you can take it to an authorized repairmain.
