Have 2 behringer europower ep1500 poweramps 1 for sub, 1 for monitors, run the mains off the internal poweramp in board. But have several outboard effects dual 31eq, sonic maximizer, crossover, comp/lim/gate, quadraverb. Also what order from bottom up to place racks, and do I just patch each to the next on up til into the board? Wanna run mono.
I'd need to know what mixer you have, to know if there is a [line out] connection socket and an [internal amp in] connection socket.
"each with own poweramp" I presume means the ep1500's and NOT that the speakers are active (ie containing amps)

I assume there is [effect send] and [effect return] on the mixer
effect send>quadraverb>effect return
mixer line out > eq > compressor > sonic maximizer > crossover
sub output of crossover> amp > sub
high output of crossover to mixer's internal amp input
mixer's speaker output > main speakers
monitor output > other side of eq (>other side of compressor if desired, but use sparingly ) > other side of sonic max if it is true stereo , otherwise skip > amp > monitors
If your mixer doesn't have an input to its internal amp, we are "back to the drawing board"
With questions like this it pays to give as much detail as possible; model and make of each component etc

No you can't quite do this since the EQ's are right before the power amps in the signal flow. The monitor output would drive two 8 ohm speakers daisy chained at roughly 300 watts RMS... I can't imagine needing more than that for a venue that is within the capabilities of this unit.
You can drive both power amps by the monitor output by setting the mon/main function on the switch and using a short TRS cable jumper between MONITOR PREAMP OUT and the RIGHT POWER AMP INPUT jack. Drive your mains from the LEFT PREAMP OUT. The EQ's will ONLY affect the monitors. Use an external EQ if you need to EQ the mains with this connnection. Use TRS balanced cables to the main amp and CONNECT all interconnected equipment to the SAME power source or receptacle, even if it means running an extension to the mixer.

As I stated, I run my mains off the rear plugins on the board using the internal amp for those, I run my sub thru the EP 1500 2x700 amp then into the crossover and on up through the rest of my racks then into the board. My monitors will plug into my other EP 1500 2x450 amp. Wondering in what order should my racks be, and how to tie it all in with which plugs. The user manual for this mixer is too basic,and doesnt diagram other than speakers or instruments straight into a channel. No mention of outboard gear or external amps being used and how to plug system.
