Parts are not available for WH21 240V water heater timer.
Timer has 1 year limited warranty.
http://www.intermatic.com/customer%20service/frequently%20asked%20questions.aspx
WH21 is rated for 25Amps and works on water heaters up to 4500Watts.
Look at label on side of tank to see wattage.
WH21 is SPST and turns off one hot wire to water heater.

I ran a business for many years.
Cost of stocking, organizing, and shipping parts is near same cost as new timer.

For example, I have tested WH40 and T104 and other timers that show on page.
Trippers and motors are available for Intermatic box timers WH40 and T104, so you can maintain these specific models for many years.

When it is time for the timer to switch on at night, the red indicator stops right in the middle of on and off.

Plastic gears in this timer. after a while the cogs on the gears get worn until they do not mesh and the timer hangs up.
try shifting the timers time 12 hours. am becomes pm then change your timer pins to the same time but from am to pm or vice versa.
this gets you using another part of the main gear and the timer might work fine. if not you will need to replace the timer.

If the timer light is on (light is red) does that mean the timer is ON or OFF?

Copy following link for Wh21 manual, troubleshoot walk-thru, and replacement tripper identification.
The red light is a power indicator, and this indicates that timer has 240Volt (208-250Volt) power available, but does not indicate if water heater is ON or OFF.
