default PIN is 0000... be sure to turn on BT on your phone first, then power on your jabra... your phone should ask to pair to the jabra and then you enter the 0000
hold the answer button and the power button in for 5 seconds until you get a solid light, then add device to your phone and follow thru with the pairing procedures as prompted on your screen
Go to this site, and it will walk you through each step to connect your
particular Jabra headset with your cellphone. Choose the headset, and
then at the next page, choose your phone. Moving your mouse over each
step will change the picture to what you should be seeing on your phone

Check that both devices are BT enabled and in pairing mode -ie, leds blinking-. If one of the device is not in pairing mode, it is normal that the process fails.
If you experience the same problem on other phones with your Jabra BCE-250 -same as mine-, you might think of getting it checked first.
Early GN9350 models are not compatible with Windows 7. The usb audio device driver for Windows 7 requires signed drivers, but the original GN9350's are not compatible as the drivers are hardcoded in the firmware.
I was able to confirm this with Jabra support. The option they offered me was to send in my existing unit and they would replace it with a new (likely refurbished) newer model for $110. I've sent it in as that is still a lot less thana new unit.
