The red light that indicates charging does not come on. Tested the plug and it's definitely getting power. Moved the wires, took the unit off the wall but I can't see anything else to try. Could the power converter have gone bad?

Leave it in the charger for at least 7 hours and then try and see if it works on a full performance time of roughly 3 minutes.

I am not certain about this specific battery, however, if many batteries are unused for a long period of time, they can not be rejuvenated.
Try the switch in each position for 24 hours and if there is no action, it is probably not worth repairing.

You can test the output of the charger with a multimeter. Set it at about the 20v scale and touch the contacts at point where it connects with the Dustbuster. If you get a reading it means that the charger is working. I would say that the charger is most likely not working because LED indicators very seldom fail while chargers are not all that reliable.
