My scotsman cm universal service controller keeps shutting off and refrigeration light blinks twice. But there is plenty of freon. What is the problem?

Looking at this manual troubleshooting booklet it says if blinks two time service inlet valve.
At my job we have a ice machine similar to this.
When it stops making ice it is the water filters need to be changed. We change filter and it starts making ice again.

press and release the tv button , then press and hold down the set button . the light will blink twice ,now enter code991 ,light will blink twice again. now aim remote at tv and keep pressing tv and power buttons untill your tv shuts off. now try to turn tv on
