To reset a bios password you must contact Dell Support.in your area. They will verify ownership of the system and then help you reset the bios password.

you can go to safe mode and get it or you can displace the jumper inside located on mother board and erase that created password

the fastest way to clear a password would be to remove the cmos / bios battery. The manual for the Vostro 1700 can be found at the following link;
