If you have dial up internet, turn off your computer and try it. If you have DSL then a wire has come loose at your phone box. There are 4 wires that come into your house from the phone connection. Phones use 2 of them and DSL uses the other 2.

sounds to me that the phone set is shorted when you pick up the reciever it shorts the line but if the phone is already shorted this is why people are getting the busy signal

The dial may be defective and when you dial it is putting out erronous tones. When the Phone Company heres digits that do not correspond to a legal phone number it will give you a error tone or busy tone. It could be the phone got put on pulse and the line won't recognize the pulses
