Sounds like the motor might be having problems. I would take it in for a proper servicing.
OPEN UP THE BOTTOM AND WATCH THE BOBBIN AS YOU TURN THE WHEEL. TRY IT BOTH DIRECTIONS. ALSO, WITH THE BOBBIN AND BOBBIN DROP IN REMOVED CHECK FOR DIFFICULTY. IT IS ALSO A GOOD IDEA TO OBSERVE THE NEEDLE ARM AND FEED DOGS ALL WHILE YOU TRY TO TURN THE WHEEL. IF YOU HAVEN'T FOUND THE PROBLEM YOU MAY CHECK THE BELT AND SEE IF IT IS OUT OF ALIGNMENT. YOU CAN ADJUST WITH THE BOLT UNDER THE MOTOR LOOSENED AND YOU CAN MOVE THE MOTOR VERY SLIGHTLY TO ADJUST. THE MOTOR HAS TO BE RUNNING WITH THE FOOT PEDAL BUT VERY SLOWLY. MAKE SURE THAT ALL METAL TO METAL PARTS HAVE BEEN OILED AS WELL AS THE RACE THAT IS WHERE THE BOBBIN DROP IN GOES. IT MUST BE IN RIGHT WHEN YOU REPLACE IT OR IT WILL KEEP THE MACHINE FROM MOVING.
This machine has the motor INSIDE the case.
And FYI, one would never EVER turn the machine backwards, it would knock it further out of time.

The "Bobbin stopper" is in the incorrect position. It moves from side to side in a switch like motion. In one direction, it locks up the machine. That is, you can turn the wheele backwards, but not forward.. The bobbin stopper can be found in the book that cam with the machine. In our book, it is item #9.

double check the upper and lower tensions they often need to be changed to suit types of fabric and threads

there are a couple of things that come to mind.
Bobbin: wound with uneven tension. Try taking the bobbin, rewind that thread onto another bobbin and wind slowly. make sure the thread feeds onto the new bobbin evenly.
upper thread: catching on something or not flowing off the spool easily.
you're doing well, sounds like you consulted the manual and used your noggin, hang in there and let me know if this doesn't help. we can troubleshoot some more!

Sounds like you threaded it wrong and kept trying to sew, gently get all of your material out of the machine, DO NOT FORCE, GENTLY ROCK IT OUT OR YOU WILL WRECK THE MACHINE, also watch your dvd and learn about threading from your book. Always, hold your thread ends when you start to sew. If, you cannot find your manual go to www.singerco.com, I have sewn for 50+ years and found that the dvd was very helpful, each machine is different.

I have this problem too. But as the machine itself was only $90 at the store, paying $50+ for repairs isn't worth it. Is there ANYWHERE online where I can buy or download a service/repair manual that would show how to take the thing apart and see what I can see? I've looked all over and can't find a service manual for this model (2263)
Where should I start. As a singer repair tech I would look first for something binding the machine. Do you oil it regularly, clean it. If you use polyester thread it can create a ball and bind the bobbin. Cotton thread can also cause problems. Clean the bobbins and case and shaft. Look for debris in the motor and all shaft pivot points. Check the needle shaft for wear. It sounds like it needs a good cleaning. Hope this helps.
