Most of the Toshiba sets of this age had problems with a board inside that gives lines/noise left to right for several minutes and then clears up--as time goes on the warmup takes longer and longer---bad Hyper board with about 10 tiny surface mounted filter caps that dry out.

Part is not available and two options--either have a shop repair it or try it yourself---takes above average skill to remove board and replace all ten caps.

Shops will if they will attempt this usually get over 200 for the repair.

SOURCE: my toshiba big screen tv is shaky and blurry

most likley your problems are on the hyper board in the set
it will sorta dance at the top and be shaking back and forth at a fast rate
it would require the hyper board being repaired or exchanged
you would most likley wont to locate a professional in your area to assist with this repair
average repair is 280 to 320 in my area

Blurry, purple bar across middle of plasma tv screen

Plasma screens are extremely susceptible to getting broken from any impacts to the face of the screen. What you are describing sound very much like distorted or dead pixels. It may not be a fixable issue, you may have to replace the entire unit or live with the purple bar. The reason you don't notice it as much when the screen is dark is because purple is on the darker end of the spectrum, and will be most visible in contrast to lighter ad brighter colors.

KD-34XBR970 CRT HDTV startup problem

This is a failure in the vertical amp section. One way to troubleshoot it is to get a can of freeze spray and use it on the suspect components. The other way is to inspect all the solder joints on the amp. Last would be to check voltages on the board. Since it does change with run time, it is being affected by heat.

Insignia 32" TV Thin line across screen 1-2" from top

This is usually caused by bad capacitors in the vertical circuit. If you have an electronics background you should be able to find the defective ones with an ESR tester .

Lines all across screen. Distorted picture

The it's surge protector is not an issue. Bring up the menu and see if the tv has the same problem. If it does not the problem is your small signal board. If it does and it is more than 1 line the panel could be the problem.
