If you have to let your charger plug in the laptop at one position and only in that way, can the laptop charge, it is likely your laptop dc jack is malfunction.

Most service centers don't want to deal with this problem by
attempting to repair the DC jack. Many, including the large
nationwide stores and the laptop's manufacturer, will either
tell you the machine is not repairable or that they will need
to replace the motherboard. These quotes usually run from
$250 to as much as $800. They choose to ignore the fact
that a broken DC power jack can be repaired without a
motherboard replacement because they are not equipped
with the tools or training to do DC power jack repair on
your laptop.
Another possibility is that your ac adapter is dead, if that is the case, a new charger is required. You can find compatible one from the following link:

SOURCE: Targus Charger Problems

It looks like there is a shorting taking place whenever you insert the power jack into the laptop. Most likely the shorting is taking place on the laptop side and requires replacement, which should be done at the manufacturers service station even if its warranty has expired.

I have the targus universal power adapter and can't figure which

If you cannot find the right tip, plug each tip in the Targus and measure the voltage of each tip with a multi-meter.
On the bottom fo the Acer the operating voltage of the laptop will be printed on the label.
Select the tip that matches the voltage that is printed on the Acer label.

Targus mouse not working

I checked the Targus website (http://www.targus.com/us/default.asp) for any other useful information. Use the "support" option at the website for a good troubleshooting guide for your particular mouse. Is this a new mouse? The mouse you have uses the native windows drivers and should be auto-recognized by XP. Have you kept your XP updates current? My concern is why XP could not install the software drivers needed(You would have gotten some type of an error message). Check the "details" link shown with the error message. That should point you in the right direction---rick

Battery problem-plugged in, not charging. Lenovo 3000 N100.Type:0768.Model:24U.S.no:L3LA215. Please offer a solution.

Had the same problem with a manufactured refurb, would go to 79 %, if you go to power options, change plan settings, change advance power settings, then to the Lenovo energy management tab, press the big enable Lenovo energy management, click on the blue gear to the left of the question mark, if "Optimize for Battery lifespan" is selected it will only charge the battery to 80%, change this to "Optimize for Battery Runtime" and it will charge to 100%

Targus ac70u adapter; 0% available, ( plugged in, not charging )

How old is your laptop? It may just be that you need a new battery if it won't hold a charge.

Further, this charger worked previously on this laptop and with this battery? If so, you definitely might be ready for a new battery.

No power

Try purchasing an original adapter. I've had several machine of different make through my shop that the Targus adapter just simply won't run. For example, a Dell Inspiron 1100 and HP dv4000 won't run at all, and a Dell Latitude 1501 and Gateway crv503 will run but won't charge the battery. Targus adapters are junk, if you can, get your money back.

Notebook smells like burning plastic.

cud be your onboard voltage regulator for the battery charging. if you remove the battery and use the external power source does it smell also?
if the battery charges normal out of the unit, and the laptop works well with the AC power unit without the battery, then it's your voltage regulator for the batt charging

Notebook smells like burning plastic.

If the new Targus charger is really rated correctly for your laptop, your battery isn?t charging and you smell the burning plastic coming from the laptop when you plug it in that is a fairly dangerous situation and you shouldn?t plug it back in anymore. The power from the charger runs through a PCB board which distributes power to other components in your laptop. I suspect one of the components (probably a capacitor) had a catastrophic failure and is the cause of the smell and the lack of battery charging. Once again assuming that the Targus is the correct one for your laptop current you probably have a laptop damaged beyond home or economical repair.
