So when i try and start it up it takes about 15 times of resetting the breaker to start up . it gradually gets faster and faster everytime until it finally goes . someone has replaced the cord on it i wonder if this has anything to do with it

It could be a couple of things. To me it sounds like you have a short in the motor or damage to the cylinder and piston. You need special equipment in order to test the armature and field for a short. There may also be damage to the brushes and brush holder. There could also be a problem with the cylinder and piston. The bearing could be bad causing a hard start for the motor. I think it could be the combination of the two problems listed above. You may want to check the pump first and if that is not the problem it is an electrical short in your motor in which case you should buy a new compressor. If the in-tank check valve is leaking air back into discharge line from the pump, the motor will not have enough power to overcome headpressure. Easy test with some air in the tank. Remove the discharge hose at the brass check valve at tank. Spray soapy water on valve to test for leak. If leaking remove the valve and clean the seat or replace as needed (drain air from tank before you remove the valve). If no leak at the valve, test the capacitor(should read to within 95% of mfd rating). Good luck
