When the clothes are finished washing and it supose to spin, F21 flashes in the screen and the door stays locked. The motor sounds like its trying to drain the water but the washer is not spinning the clothes.
The "F21" error code indicates it takes too long for water to pump out of the tub. This can be caused by using too much High Efficiency detergent or using too much of the wrong kind of detergent. This error code can also be caused by debris clogging the drain pump. Is the error continues after you clean the filter, then you will need to replace the drain pump with this new one.

Okay...I'm a little confused on your symptoms. You initially said it fills, but doesn't agitate or spin, but drains.
Then, you finished with the washer filling, no agitate or spin, but now doesn't drain.
Which one is it?
The symptoms you describe are usually associated with the following:
1. Fills, may or may not agitate, won't spin or drain - lid switch.
2. Fills, may or may not agitate, won't spin, but still drains - motor coupling.
3. Fills, may or may not agitate, won't spin or spins slow - gear case.
4. Fills, agitates, spins, but does not drain – water pump.
NOTE: These are the more common failure items with these symptoms.
Double check the lid switch by opening and closing the lid. You should hear a clicking noise to indicate the switch is working. The switch is located under the top panel along the wash tub rim on the right-hand side. If not, check to make sure the lid strike (small plastic piece on the lid itself) is in place. This activates the lid switch when the lid is closed. Also, check the mounting screws along the rim (there are two of them) to see if they are tight.
If the motor coupling were bad, the washer would still drain, but there would be a rattling sound as the washer tries to spin or agitate.

Now, there’s a couple of ways to drain the washer. If it’s a simple lid switch problem, you don’t need to drain the washer to replace the switch. With a broken switch repaired, the washer will run and drain by itself. However, if you wish to drain the tub you can use a shop vac to pull a vacuum on the drain hose. This may take a few times depending on the size of the shop vac. These wash tubs typically have about a 35 gallon capacity. If you do not own a shop vac, you can by-pass the lid switch by jumpering the two BLACK wires at the lid switch connector that is connected to the console. CAUTION: Make sure you UNPLUG the washer before jumpering, then plug back in.

Check your lid switch. If your washer fills and doesn't do anything, or stops right after the wash cycle and then does not advance to the rinse cycle or drain, the problem is commonly caused by a lid switch malfunction. The lid switch is usually mounted under the washer top casing, on the right hand side on most top load models. It is activated by a plastic piece on the lid (called a "Lid Strike") through a small hole on the rim of the wash tub opening. In many cases the lid strike breaks off the lid, or the lid switch becomes loose and no longer makes contact. Inspect the lid to make sure the lid strike is still intact, and then inspect the mounting screws (adjacent to the small opening on the wash tub rim) and make sure they are snug. PS You do not have to drain the washer to complete this repair. Once the switch is replaced the washer will drain on its own. This may save you the need to bail water again.

"F21" is a Long Drain error code. This indicates that you have an obstruction in the drainage system. More than likely you probably have a clog in the drain pump. The following link explains:

Included is a follow-on link that explains how to check the drain pump to clean. You may also have to remove the inlet hose that runs from the bottom of the wash tub to the inlet side of the drain pump. Debris can commonly clog in this area as well causing the drain cycle to fail.

NOTE: If these preliminary measures do not correct your problem, you may have to replace the drain pump. It does not take much to damage the pump impeller or motor. Since the error code is generated if the drain cycle exceeds 8 minutes, if the pump is damaged and can't pump at the required volume, the error code will continue to appear until the pump is replaced.

you have blockage in you drain plug. to solve this problem you'll have to remove the lower front panel of your machine by removing the 3 (1/4") screws on the vary bottom of the machine. once the panel is removed you'll see a 1 1/2" white PVC drainage plug. turn the inner plug to the left in till open. (WARNING ALL THE WATER IN THE DRUM WILL DRAIN THOUGH THIS PLUG) remove debris likes socks or everything that's there replace the panel and your all set.
