I've added more memory but even a direct ethernet connection to my firewall is slow. Download tests show speeds of only .07 to .18 mbps and uploads about .04 mbps depending on the time of day. Our desktop gets much closer to the 12mpbs service speed plan, so it must be the machine. Wireless hardware is original, so I would like to know if a compatible upgrade is available that would improve the situation or if some other bottleneck is more likely preventing better throughput.

Even if it's a new Dell, you may need to update either the drivers for the wireless card or the BIOS.
Also, verify which protocol your Dell is set to use (i.e. 802.11g, 802.11b, auto-select, etc.). Dell may have fixed to to a slower protocol for compatibility.
SOURCE: Internal Wireless card get really bad signal
The particular wireless card that comes stock in those laptops is horrible. I work for a school district and we have 10 of those laptops in a school library with a wireless access point. They constantly lose connection, don't get an IP address and generally don't work well at all. We have tested everything we can and have narrowed it down to the fact that that particular wireless card is a piece of junk. We are currently outfitting all of those laptops with new PCMCIA Wireless cards. We tested a single laptop using a new card in the slot and disabled the internal wireless. After that was done, the laptop worked like a charm. For a comparison, we have other laptops in that same library that have an Intel wireless card instead of the Dell one. They have always connected fine and with no issue to the same Wireless Access Point that the Dell wireless has problems with.

It is still possible that it is infected
whilst AVG and S&D are good I dont know of any security product that "does it all"
I would reccomend "superantispyware" and "malwareantibytes"
http://www.superantispyware.com/index.html
http://www.malwarebytes.org/mbam.php
download them to a usb drive and install them to the affected computer and run them
Set any setting to scan as deep and as many items as possible
It is also concievable that a virus or trojan has taken over some of the network settings and possibly the "HOSTS" file
Another program to download and run would be "hijackthis"
http://download.cnet.com/Trend-Micro-HijackThis/3000-8022_4-10379544.html
That program can save a log file which can be posted to particular web sites. On these sites are people who know how to disect that log and tell you what to remove and how.
