NO OS stated, we cant guess what operating system is there.
ever. windows what, linux, PS2,/freedos, put there new.
for sure the cause is someone, erased your hdd,
new hdd or used MS microsoft install disks on this PC
that bad act kills dead all HP drivers, HP made it not MS.
so....
what is the cure, well asking at HP tops my list.

the top custom switch panel on HP are only used on HP puters.
so only the HP drivers work with those. if missing are now dead.
on mine the wifi button dead and volume up down dead ,etc.
the manuals are there to read and learn all buttons. sure is.

Why do you need to format the drive?

Repair manuals for computers are a little hard to get too....usually have to be a part of hp or an affiliate and have a log in for HP tech Zone (or center i forgot) i no longer have one but i can tell you it might be one of the panel cover screws or even underneath it, hope it at least helps a little
