You cant change the aspect ratio. You can stretch and zoom programs . Some programs like movies are in letterbox and you can stretch to fill the screen, but the results are not perfect. Circles will be oval and you will cut off some of the viewable picture. This is normal
The main board is having issues eventually the sound will drop out altogether. Replacing the main board should solve the issue. You can get the main board from www.tvrepairworld.com
I have not worked on this particular model. But, I wopuld certainly say you have a couple of bad capacitors in the power supply. You will need to remove the back cover. Weak or bad capacitors will cause your TV to do exactly what you describe. You may note these capacitors will be bulged. The values may or could be 35 volts at 1000Mfs. Once again, I do not know the exact values. In most cases these capacitors in many other brands will have this value. This info is a very good start for repairs. Press the cc button on your remote control. You want cc to be off. Play around with the cc button to become comfortable. Press it over and over again. Observed that a different closed captioning option appears on your screen each time you press the cc button. Now press cc and when it says cc off do not press the button anymore.

They sent you a TV with a bad power supply board for the
screen. The TV is trying to power up the screen, but it can't. Because of a defective part somewhere on the power inverter board for the screen. That is why the power/opc light is flashing.
I would call them back and and make them replace the TV.
