From your picture it looks like the compressor has had some hard use and subject to moisture.

1. Moisture can cause the compressor end to have more friction and overload the motor, especially if it doesn't have a good air filter on the inlet.
2. Moisture can weaken the motor windings and cause internal short circuits that can cause the breaker to trip.
3. Moisture can attack the motor and compressor bearings causing the motor to overload.
4. The pressure switch may malfunction and not turn off at the proper pressure. Too much pressure will overload the motor.
5. The tank check valve could be clogged
6. Too long of an extension cord or low voltage can cause this

Usually you can't reset an hour counter, as it is designed to report total hours of runtime on a machine -- much like an odometer tracks total mileage on a vehicle. Instead, write down the number of hours displayed when you perform service on the machine, and calculate how many hours will be showing when the next maintenance is required.

It sounds like the motor has a weak thermal overload if after a while it starts again. Either that or it's drawing high amps in which case you could have one of several different problems.

I have a Rolair two stage air compressor of similar design (5~7 hp range) has metal headvalve plate, aluminum head and cast body. The head bolts are torqued to 243 fp. May use as ballpark guide. Your compressor may have been made by Fini. Good luck.
