it seems to be a no post situvation, call dell and give lock indicators code, its surely an hard ware issue, based on the lock indicators the component must be changed. if in warranty your system parts will be replaced
Usually this issue isn't repairable, but is fixable by replacing the screen. This can cost from $75-$200 for parts depending on your model alone.
There are a couple on E-Bay for about $100-$125 for your model. I would recommend finding someone that has experience replacing computer monitors.

See if the hard drive needs to be defraged. You can do that by going to computer, selecting your hard drive with the mouse. Press the right mouse button and select properties. Select tools. Select defragmentation.
