Turn off the breaker and wait for 5 minutes. the follow this 3 steps: --> After turn the breaker back on, go to the range and press "OFF", "OFF", "START", then click on the "clock set", there is a message on the display saying that do you want to delete the error, at this time press on the "START" again. this error for GE means that your touch control panel has shorted and the entire touch control panel would need to be ordered and replaced if resetting the circuit breaker won't reset the issue.
Have you confirmed that you do have 220 volts at the range outlet? If you don't, turn your breaker off then on and recheck the voltage with a meter. Any losses of voltage through the breaker indicates you may have a bad breaker. (Do this with the stove unplugged from the stove power receptacle). Next, have you pulled one of the elements off the stove and checked it with an ohm meter to see if you have continuity. No continuity indicates the element circuit is incomplete and the element needs to be replaced (you should have a reading on the ohm meter if the element is good).

F2-EO indicatwes a shorted key pad. Electronic parts on ranges sometimes have warranty for five years (may only cover parts) so check your owners manual to see what your warranty is then call for service. It is a good idea to save reciepts of repair for future reference if neccessary.
"cycle the circuit breakers" is to turn the switch for the stove at the electric switch box at the main feed of the house electric panel. This is equivalent to unplugging the stove and plugging it back in.

Can any one please tell me where is the sensor? I mean which part of the oven have sensor, is it inside or under the button control panel?
