There is no dual sim on a 6300 phone. Most likely this is a imitation phone from China that has no option to change themes.

i have a Sigmatel e55 mobile phone. Its a dual SIM Set (Its IMEi Nos. are 3521.............& IMEISV:78.) The second SIM does not workig. Please provde me a valid IMEI No. or give me advice how can I activate my second SIM.

This is a China phone, not an original phone. In the desktop there should be an icon the resemble a SIM card, open it an enable dual sim. You can also try the phone settings, any settings that reads to either dual sim or SIM profile, etc...
