I checked the breakers, they are fine, replaced the thermostat and still the fan does not go on
That high efficiency unit may have a variable speed blower motor, which are know to fault due to a blown resistor in the circuit board that is attached to the end bell of the motor. The motor should have a large circuit board that is attached to the motor, and is visible with the panel removed. You can't see the circuit board, only the end bell. If the motor has a 1,2,3,4,5 terminal, with 1 or 2 wires connected to those 1-5 terminals, then it's what we call an X13 style motor. Replace the end bell or the motor.
Likely a bad motor. If you have a meter and electricity confidence you need to verify that you have high and low voltage AT the motor. If both voltages present and still no motor you know it's bad. If no low voltage, possibly have a bad control board.

open the service panel to check for control voltage of 24volts when tstat calling, The contactor should be pulled in, if contactor is down,and contacts appear to be clean, and the unit is still not running, it is a bad compressor. to test this unplug the black wire from the compressoror at contactor,w/ power off! Turn on power if fan works normally it's a bad compressor. However if you see a swollen split cap(5 wires to a soup can looking w/ the terminal C,F,and Comp), switch it first and start at square one.
You also need to consider the high pressure switch if its cycling on off on off.

This is typical wiring for a 4 wire thermostat
R = Red One Side of 24 volt Transformer
G = Green Blower relay
Y = Yellow Cool Condensing unit
W = White Heat Furnace

does the indoor fan come on if fan comes on then the problem is out side if the fan is not coming on and the breaker blows this will turn off the out door unit also due to the 24v transformer is located in the indoor unit your system has two breakers one for out door and one for indoor units as far as your contactor goes with power off look at the contacts if pitted bad replace it most need replaced after 5yrs also check for voltage drop on the load side look at the capacitor to make sure it is not swelled up on top if so then bad unplug the fan motor and bump the contactor with an insulated object to make sure the compressor is running if not with power off remove the cap on the side of the compressor and look to see if wires are connected good they some times get lose and ends burn off also on the contactor they some times buzz when bad hope this helps with your problem

I would probably start at the thermostat and see if 24 volts is continued to be applied to the yellow wire which calls for unit activity even though you have called this off. Shorting the cool (yellow) wire to the return (red) wire will cause the HVAC system to begin cooling and the fan will be turned on automatically.
