You will need to replace the keyboard, but since there is a mouse problem also, I recommend the laptop be checked for motherboard damage by a computer repair shop. What ever moisture got in will need to be cleaned up.
Caps Lock will be on the left hand side of the keyboard and probably above the shift button and below the tab button. It's usually labelled as 'Caps Lock' or as an arrow pointing up.
You need to try the keyboard in another machine, or try another keyboard in your machine, to see whether there is a problem in your keyboard or computer (I'm assuming a desktop as you didn't say whether you have a desktop or laptop). If it is a laptop you could try an external keyboard in it.
