There seems to be lots of posts regarding this issue. Here are some steps which you can try to resolve the issue. It worked on mine, hope it helps you too.
- Download the updated webcam driver from your laptop manufacturer's support site.
- If there's a disc or program that came with the unit, install it too.
- Restart the computer and try to open it using the program that you installed or other programs using webcam.
Buy web cam. boot computer with hardware attached to USB port. put in disk and click setup if disk does not boot automatically. Follow the prompts. At finish close program and reboot computer. after login click on web cam utility in programs and follow prompts.

you need to locate your Laptops/Computer model number ( usually on the laptops Underside ) go to the manufacturers website ( support-Drivers ) And see if they have an application/Package to download for The web-cam.

Just go to the company's website that made your web cam and download a new driver(the program that makes your webcam work with your computer). You can usually download this program free of charge straight to your computer. My suggestion to you would be to also save this download to a disk so that you will have the disk once again and can use your webcam on other computers, good luck!

Make sure you get the exact download for you webcam i.e. model no. and so on because if you don't your webcam may not work properly.

You need to go to the manufactures site and download the VISTA
driver for the camera. Then follow the info below to install
the program.
Try disconnecting the Camera from the USB port and reinstall
the CD or Downloaded software program. When the program asks you
to connect the camera to the USB port, do so and it should work.

This fix will work for all of the VEO Stingray problems because it
gives a good driver download site and it tells you step by step how to
get your cam to work with VISTA Good Luck and let me know if this fixed
your problems.
1.Go to this site and download the driver you need: http://www.softsci.com/veodrivers.htm
2.Download it to your desktop
3. Don't unzip, install, or plug in your cam yet
4.Search for this in your start menu: Program Compatibility Wizard
5. Of the three choices click the one that says look for the program manually
6. Choose the option for XP
7. Choose the 680 x 420 or whatever it is not the 256 colors
8. Choose to run as administrator
9. Click next and it should change your screen to a real big resolution and then it will start to install the driver
10. Go through the install wizard
11. After it has loaded plug in your camera
12. Try a program that it is supposed to work with
13. Finish the Compatibility Wizard
now everything should work for your cam. This works with all of your programs that vista will not run.
