Sometimes the codes used in the remote are the wrong type for your model VCR. Though functions will work with some codes. It's best to try some of the other codes for GE VCR's and see if that triggers it to life the missing menu.
Looks to me like you didn't need a new remote as the old one was working fine, it's just that the VCR remote censor has a fault on it. Or to put it simply it's the vcr that doesn't work, not your remotes.
most vcr's dvd's and recorders have to have the remote..if you have cable or satellite, you can program that remote to run your other equipment under aux. or you can buy a inexpensive universal remote that can be programed to run your equipment.
Ther should be a switch on the back of the VCR to swith between channel 3 and 4.. you can also cycle through the channels on the vcr there should be a channel button on the vcr
