I've seen people selling these TV's for $300.00 to $500.00, I have one myself and I really like it even better then a LCD or plasma due to its durability.

The tech is very likely correct. The EHT or flyback transformer can develop hairline cracks that allow leakage of high voltage that exists in this circuit. There are other related components that can also cause this, but the transformer is the most likely. This area in the set also builds up allot of dust also due to the high voltages and this aggravates the issue. I do not recommend operating the set very long this way as it may begin arcing inside and cause more components to fail. Replacing the part would depend on how much you want to invest in the unit. Get an estimate and go from there. Good luck.
