Did you get an error message during install of the (system with the SATA 160GB drive)? Make sure the 160GB drive is shown in the bios. Than go to the title, Boot in the bios & make sure the SATA 160GB is listed in the boot order. (Preferred 3rd. boot device)
Please go to the SATA drive's manufactures site & download either their bootable floppy or CD setup software. (It’s free)! Use their software to setup the FAT & cluster size on the drive. You can even set other features that neither the bios or windows can do. Format the 160GB drive with the software as well. The manufacture's software does a better job than windows. If the 160GB drive is a SATA 2.0 leave the jumper on the drive alone. The Desktop Board supports four Serial ATA channels (3.0 GB/s) via ICH7, connecting one device per channel.
Again, please run the manufactures setup software for your SATA 160GB drive. (Disconnect any other drives that may be in the system until windows is installed).

SOURCE: Problem with installing win2003 on motherboard DG31pr.

have you checked the bios to see what IRQS are assigned to what device. Normally this auto conifigs but make sure any way as it sounds like there is conflict in the IRQS. Also only connect the basic devices while installing so that you minimise the amount of IRQS used. Also If you have another operating system see if it has the same prob installing. One other quick thing to try is reset the bios to factory settings. To enter bios do a cold boot and press the displayed key to enter set up i.e. f12,del or f2

You have not mention what Operating system is on your PC.

For Windows OS XP, you just have to install at least XP Service Pack 2 or higher... and the USB 2.0 ports will function. For Vista & Win 7 OS, the USB 2.0 drivers is in the Operating System when you install Windows.

Hope it helps.

Run "Windows Update", to see if it will find updated device-drivers for the specific USB hardware on the motherboard.

Access the ASUS web-site, and search for 'P6T', and search for USB device-drivers for Windows 7 -- if none are found, try the device-drivers for Windows Vista.
