Unless the brush is off (and even then, it sounds strained). We've taken it apart and cleaned it thoroughly. We've checked to make sure the brush can move freely and to make sure nothing is out of place, as far as we can tell.
Its performance has been reduced terribly. With the brush on, it sounds terrible. With the brush off, it sounds strained, and cleans even worse.

The brushes on my dyson have stopped going round. I have checked it and they move freely by hand. The belt is intact. What could the problem be? The Hoover is about 10 to 12 years old.

I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure.
One of the main problems with vacuums are that the flat belts on the vacuums stretch and should be changed every 4 to 6 months or 3 or 4 times a year – you can tell by taking off the belt or belts on the vacuums and compare them to the old belts on the vacuum the new belts will fix inside of the old belts and you will be able to see the difference on how much they have stretched – if the belt is a geared belt – they stretch as well but should be changed about one a year – the cost is not that expensive and you cleaning will improve almost double – this also applies for the Dyson DC04 and the Hoover vacuum as well – some of the Hoover vacuums have two (2) belts and they both should be changed @ the same time.

Clean the filters and check to make sure you don't have something fowl stuck in any inlets. Spray Lysol into the hose while the unit is on and see if it relieves the smell. If it is mildew or a dander smell you have to clean the filters and then use the Lysol.

The belt that rotates the beater bar may be damaged - call the Dyson helpline for troubleshooting and for a solution to the problem.

That is an indication that the belts are worn, stretched or broken. You simply need to replace the belt. Here is a link to the belt(s) you need and a manual you can view:

I had the same problem with my DC15. With the brushes going it smelled like burning hair (bad). I had cleaned the brushes many times and it didn't seem to help. I even took it into a Dyson authorized repair shop and they couldn't find anything wrong with it. As a last resort I called Dyson 866-693-9766 1-866-My-Dyson. I was on hold for about 15 minutes before getting a live person. He had my problem diagnosed in literally 1 minute. I had hair wrapped around the spindle, inside the brush/roller mechanism. He walked me through taking apart the brush mechanism (super simple only using a quarter). There was a TON of hair crammed around the spindles and inside the brushes. All wrapped very tightly. I hung up with him to do the cleaning. It took some time and I had to use tweezers to get inside the rollers/brushes. But I got it all, put it back together (which was really easy) and tested it out. No burning hair smell at all. FIXED!
