I programmed the unit as per instructions- The time continues to be correct but the problem is that it does not start "ON" or end "OFF". (the Manual "ON/OFF" button works perfectly. The unit operates our outside lighting) What can I do? As a background I am not an electrician but I believe I connected the unit correctly I followed the same wiring connections as my previous Woods product that i had to replace. (I had this for years but the "ON" did not work consistenty. The"OFF" worked perfectly)
If Woods 59028 timer turns on-off, then it is probably wired correctly, assuming white wire is connected to neutral or ground as shown on following link.

Lights turn on-off with override button, so timer is probably not beyond rated capability.
That leads back to programming.
Before beginning, always reset timers to clear out possible conflicts.
Next, program carefully so there are no programming conflicts or overlaps,
Make sure that each ON has corresponding OFF, and that selected day(s) match for both ON and OFF.
Woods 59208 timer has 1 year warranty for defects in workmanship.
Buy timers at local box store so returns are easy ... you can buy new timer and return defective timer in new package long after warranty period expires ... giving yourself free extended warranty.
About 4% of new timers arrive defective.

The usual connection for this type timer is the house black power to the timer black, the house white power to the timer white and the , the light black wire to the red timer wire.
If you only have two wires, one black and one white, at the switch location, then you cannot use this style timer , as it needs a neutral. You should return this timer and get one that does not require a neutral connection.

I have same problem and called the manufacturer. They told me they are supposed to help and that these need to be installed by an electrician.
Glad I bought mine at a Menard's which is targeted to the general market.
I don't want to support a company that says things like that to their customers so I am bringing mine back.

Quick answer:
1) Programming steps say 'press clock key to return to current time and day'
2) Use mode button and change between AUTO & RND >> try manual override in each mode
3) Does timer turn lights on-and-off with program, or do they blink too?
4) Swap Black and Red wires
5) Try timer on light in different room, on different circuit breaker
6) Timer might be defective

Woods 59018 manual does not show troubleshooting steps except 'check wiring; switch Red and Black leads; and/or reset programming'
Seems unlikely you could program timer unless timer is wired correctly ... unless there is a short of some kind.
To review wiring.
Green goes to bare ground wire.
White goes to Neutral white wire (neutral is usually 2 or 3 white wires twisted together and shoved to back of box)
Black must connect to Hot from circuit breaker
Red must connect to Load (light, fan, motor etc)
How to test wiring:
Disconnect timer and set aside.
Mark each wire
Separate wires in box so they don't touch
Use ordinary tester (you can tape tester leads to wood sticks)
Turn on power
You should have two black wires that were originally connected to switch
Test black wires to bare ground > when tester lights up, that is the Hot wire.
The other black wire goes to Load
Now you want to find the neutral.
Test the Hot black wire to white wires in box.
When tester lights up, that is neutral.
If everything checks out, I guess timer is defective.
