The two common things that cause this type of problem are: 1) low toner - remove the toner and shake it from side to side to distribute the toner evenly in the cartridge to test. If the print gets better then you need to get a new toner cartridge because your is almost out. 2) The transfer roller that charges the paper to allow the toner to transfer to the page is worn out and will need to be replaced. The roller is user replaceable and comes in the maintenance roller kit that you can get here: http://www.ccl-la.com/catalog/product_info.php?products_id=71 Replacing the rollers takes about 10 minutes or less.

If refilled, the nozzles may have become blocked which isn't the easiest thing to clear. If new cartridges, take them back for a replacement at the store and try again with new ones
Yes you can replace the transfer roller, but check to make sure the roller is firmly seated into its holder and that the springs are contacting the metal shaft.
Try again the old toner cartridge if you still have it. Even though the print quality might be bad, see if there is a printout.
If the page is not blank like the others, that is an indication that the new cartridge is defective and has to be replaced.
