No power except the wifi light on laptop - Toshiba Satellite 1135-S1553 Notebook

Thanks for the post. Actually, the laptop belongs to a friends kids and the unit is pretty beat up. They claim they recently replaced the hard drive. I took it out and put it back in, but without power, no way to really tell.The ONLY power that comes on machine is to the wifi radio, makes a slow ticking sound. I have read it could be the CMOS?
