THIS SEEMS TO WORK... (Do a search of this problem and you will find that every JVC owner is
having the same problem.) I finally got mine "reset" by powering the
unit on in payback mode while holding down the "play" button. Then,
turn it back off and power it on in the camera mode while holding down
the "rec" button. This seems to have reset it and I've not had anymore
issues SO FAR!
Good luck with it.
Found another web site at: http://www.pechorin.com/m/2007/01/14/Re_E03_Unit_in_safeguard_mode-282363.html that had some solutions to this problem, using a combination of ejecting the tape, removing the battery, then closing the tape but not the door,... etc.
I'll try any method to get it to work.

I have the same or similar problems with two GR-D70E. I could not the reset. Anyone know how to do the reset please?
JVC GR-DVL9000E the E03 comes up regardless of whether there is a tape in or not; I have over 80 tapes and not one of them plays or records for more than 5 seconds before the error comes up. I am now looking for the possibility that the sensor is too sensitive, or there is a spring that is over-eager, or some other mechanical failure that causes the error. I need to get this camera fixed; JVC, nor any one else, has ever again built a camera of this high spec. e.g. absolutely the best low light (f1.2 lens), fastest startup (single action - pull out the viewfinder), best stabiliser etc. Regards Hugo
Day after thanksgiving, (year 2008) about to film my girls putting the tree and same E03 as all of you with the camera chewing my tapes. All of my DV cassettes are brand JVC so I know that was not the issue. I read and read and finally decided to grab a flashlight and study how the mechanism move. Then I noticed something suspicious about the right "two little spikes" attached to a white plastic piece that, when close, it moves to the right side of the camera head (the round stainless wheel inside). The white plastic piece mentioned above, part of it came off the guiding tiny little rail. 1. So I opened the tape compartment with an EJECT command, 2. Close it back up with an inmediate unplug of the camera without battery so it will stay in a position where I can get my fingers and paper clip inside. 3. With the paper clip, stretch the guiding rail in such a way that it widens so the bottom of the white plastic thingy can get back in the guiding rail. 4. Put a cassette inside and FFWD, PLAY or RWD and problem fixed.
Email me if you have any questions. Happy filming!
