Use the "Video system" command in the Setup-2 menu to switch the video output between NTSC and PAL. This is for playing back your still photos on a TV.
If you're asking how to switch the 400D into video recording mode, the 400D doesn't record video. Sorry if that wasn't the answer you wanted to see, but that's the way it is.

Looks like you need to take this to a camera store and have them check it over. I don't know of any setting that would cause what you describe.

Your camera has a built-in flash and it will pop up automatically in low light or backlit conditions if you are in Basic Zone.
All you have to do is push it back down.
If you set your camera option to P, only the shutter speed and aperture are set. You can then change settings for your flash and other functions.

You are exposure compensation in manual mode. If you want the shots lighter, either open up the aperture or slow the shutter. The exposure compensation feature is to override the automatic settings determined by the camera in the auto-exposure modes.

There is no video mode on the Xti. The first Canon Digital Rebel to be equipped with video was the T1i, which came out almost 5 years later (2 years ago).
