Ok I have run into this issue several times and what you need to do is change your outgoing mail server to your ISP's outgoing server address instead of your email accounts outgoing server address

Like for example if you use hotmail or another third party email address other than the one your internet service provider gave you then all you need to do is change the outgoing server to match your internet service providers outgoing server address since the only thing outlook really needs a password for is your incoming mail server but for outgoing it sometimes does not. But can not get past the outgoing server of your ISP to send your mail so it gives you a can not connect to server error
But i understand this info can be a little bit of a hassle to find so if you want to give me the name of your internet provider and the area you live in then I can look up the outgoing server for you and give you more detailed instructions on how to configure outlook so that it will work
NOTE one little trick ive learned is to create two identical mail accounts in outlook with different outgoing mail servers so that when you are away from home and using the same computer you can just select the other account from the little drop down menu that will appear in the "from" box rather than having to reconfigure it every time.
What email provider are you using? what is the second half of your email address?
