Looking for drivers to use this monitor with Fedora 20 Linux OS

You don't need drivers. You need to adjust the resolution and refresh rate. If you plug in an old CRT monitor then Linux will probably boot and you can edit the conf file to change the settings. Most LCD monitors require 50-60Hz refresh rate.

Want to change Linux Fedora 17 ip from 10.42.x.x to other range

Yes, the router dictates the IP and range. So if you have modem for your ISP connection. Just attach a router.

Example of my Belkin.

Help installing linux

1. Download an ISO image corresponding to your Computer's Processor Architecture (i.e. 32 bit or 64 bit)
2. Using an Image Burner application like ImgBurn, burn the ISO image to a blank CD or DVD (depending on whether you chose to download a CD Image or a DVD Image)
3. Restart your computer with the newly burned CD/DVD Image of Fedora
4. Now select it during the Boot Up process as the medium to boot from (i.e. press "F9 key for Boot Menu")
5. Fedora will boot automatically in 10 seconds. Launch the "Install to Hard Disk" application after Fedora boots; then follow its prompts.
Done.

My tv/dvd combo is emerson ewc13d4 but it does not read any discs it reads play back feature is not vailable.

Despite the mention of playback, do you mean this is when you put in a blank DVD to record?
Are you just getting started with it?
There are two sub-format of discs that can be used for recordings.
Machines will support either DVD-R or DVD+R but recently some now take either.
Check in the instruction manual which type yours uses (because if it supported both we'd have no problem)
However, if this is about playback of your own previously recorded or commercially released discs (movies) then check a disc is clean and free from marks, blemishes and especially scratches.
(Great things, optical discs but very touchy about the state of the surface because of the laser reading method)
Next up is to clean the scanning lens in the machine.
This is done easily with a Lens Cleaner disc kit available everywhere very cheap.
Follow the instructions that will come with it.
If no joy after this it's back to the shop - if guarantee still applies - or to a repairer if not. Get a quote and see how you feel about that or getting another recorder.

DVD region codes are a digital-rights management technique designed to allow film distributors to control aspects of a release, including content, release date, and price, according to the region.DVD video discs may be encoded with a region code restricting the area of the world in which they can be played.

The American DVD Copy Control Association in California requires that DVD-player manufacturers incorporate the regional-playback control (RPC) system - according to the Australian Competition and Consumer Commission, an Australian government agency.[1]

There are six different official regions and two informal variations.[citation needed] DVDs may use one code, a combination of codes (Multi-Region), most codes (Region 0) or every code/no codes (Region All). The commercial DVD player specification requires that a player to be sold in a given place not play discs encoded for a different region; however, region-free DVD players are also commercially available.[2] In addition, many DVD players can be modified to be region-free, allowing playback of all discs.[3]

THE sony dvd rw awg540a IS NOT RECOGNIZE FOR FEDORA LINUX

DVD drives are generic. They do not require specific drivers. Fedora includes a DVD driver built-in. If the drive does not work, it is because of a hardware problem.
