On a top loader, the very top of the agitator will pry/pop off. Inside you'll see the "agitator dogs" These are what cause the agitator to grab and wash the clothes. Under the dogs you'll fine a small bolt that holds the agitator blades onto the drive shaft.

They grip in small (gear like) Usually the top of the spinner can be unscrewed, after that a long extension and ratchet to remove a bolt at the bottom of the agitator. There are "dogs" under tops of some agitators. Easy to repair. ID them and pull up washing machine parts at Amazon. Dogs are by themselves(3 hard plastic gadgets) but better to buy the whole thing that hold the dogs. Usually under $10.00.
