If your trying to record a prerecorded movie there is a copy gaurd feature that will not let you do that! but you should have no problem recording home movies!

Turn on device , look up the code number for a Toshiba vhs/DVD combo then press setup and hold until it blinks then press device vhs/DVDs then enter code and press off button when device turns off it is programmed
This is happening because your DVD is NOT all region, you need to change the Code.

Are you trying to record a VHS tape to DVD? This won't work if the VHS tape is a commercial (disney, dreamwords, etc) because of an analog copy protection scheme known as Macrovision.
If you are trying to record, say, a broadcast signal and it will record to VHS and HDD, but the DVD errors out, then either the DVD drive is bad, or you have the incorrect type of recordable DVD in the player...
we are borrowing the unit and do not have the user manual. we cannot figure out how to record a self made vhs to a dvd. how do we do it? please help, its for a project that is due tomorrow.
Cannot do this on a combo unit. There is a chip that senses copy protection and prevents recording a copy-protected DVD to a VHS and vice-versa.
Solution: Use an outboard DVD player or an outboard VHS VCR and try the recording with the video routed through a "stabilizer" box. The stabilizer (about $30 or less on Ebay) defeats the copy protection on MOST DVDs, but not all.
It works with Netflix DVDs.
Route the audio as usual. Audio is not protected.
