Without a load on the engine, the govenor surges, causing the engine to surge.

Unscrew the screw on the bottom of the carb until is runs right, if their isn't one use the lowest adjustment screw on the carb.

sound through experience you have a air leak possible from a gasket or oring if so equipped. take some wd 40 and spray around the carb gaskets and seams. if this stabalises the surging or smooths it out it is definatley seeping air around it. in any case you will most likely need to take the carb back apart and repair or replace the gasket. hopes this helped. happy mowing!

Usually when the engine is surging the govener spring is worn. I would get a can of carb and choke cleaner and with the engine cold spray all around the carb and then replace the govener spring. You can get the spring locally from your local small engine repair shop. Just take the model, type, and code off of your engine to them. The numbers can usually be found on the engine shroud. Or you might get lucky and have a decal with them on.

The fuel filter is a good place to start. Make sure it flows freely and does not seem to have back pressure when you blow through it. Also, inside the fuel tank may be a small screen over the fuel hose inlet. Use a flash light and look through the fuel fill opening and see if you can see it. Make sure there is no debris covering the screen. If you see any debris in the bottom of the tank, remove the tank and clean it out.
