Try holding down the power button for a minute and this should turn it off so the blue light gos off, then you can press the button again it should come on properly.

Send it to Nintendo if your warrantee is still good. But if it's not, I have the solution. Go to Club. Nintendo.com., sign up, type in your serial number on your Nintendo 3DS, and you get another 3 months on your warrentee.
I have the same kind of problem. It does not read my Kingdom Hearts 3D cartridge at all, regardless of any way I tried to make it read it. I heard it may have something to do with regional difference and it's true - the 3DS comes from USA, while the game from Europe. While I have Pokemon Diamond cartridge, which is also from Europe and it reads it just fine. Does it mean the regional difference matters only in case of 3DS cartridges? If not, how can I solve my problem?
It means the Nintendo 3DS console can't find the R4 3DS card in it's slot-1. Mostly, it is caused by the bad connection of R4 card and 3DS console. Try to clean the kingfinger part of the r4 3ds card with cloth, and make it connect well with 3DS console. If problem still on, the R4 3DS card must be broken.
It's going to depend on which r4 card you have and if you've updated your firmware on your R4. The only versions of the r4 card that are compatible with the 3DS are "R4i Gold", "R4i Gold 3DS", "R4iDSN" and "R4iDSN 3DS". If your R4 card is not one of these, then unfortunately this will mean your R4 is not going to work with the 3DS. If you have one of these cards, you'll simply need to update your firmware:
If the 3DS ever freezes up on you (it's happened to me a few times now), press and hold the power button for about 10-15 seconds, it should force it to cut the power entirely without requiring you to touch the touchscreen.
