Because of the power interuption the recovery partition has been corrupted, the hard drive will need to be formatted to use the recovery discs. Go to www.acer.com contact customer support and the technical department for additional help, they have one of the best support programs available.

It might also means that your hard drive is not working properly. My laptop's hard drive went out making the same blipping sound and white screen after that, this happens some times for over heating. Now if you get a error number let us know it might help

You will need an original windows installation disc and not a recovery disc. If you do not have one, then you have the option of taking to a shop that does and have them run the repair utility. Or, if you can find someone who has burned a copy of the windows ultimate boot disc, that will also help in repairing the boot manager and files.

here are the additional details that seem to have not posted the first time...............I was in the process of restoring my laptop, and it lost power and has been in this loop since....the recovery CDs no longer work, is there anything that can be done or do I have to buy a new hard drive? and will a HD do the trick?
I downloaded the windows 7 repair disc and ran it 4 times or so says it is fixed, but I still get the same thing.....when I tried to do the command prompt.....it said boot.exe was not found
