Changed the oil and filters, spark plug and wire replaced both belts . and it is blowing out black smoke and when it starts it wont cut and it is moving really slow as if it is dragging or something.

If you remove the plug(s) so that the oil all drains back down, and some will drain back out of the muffler, it should start. But give a at least one day, maybe two. You may still have to put new plug(s) in it after it's gone. Check the fuel filter and see if you can see oil in it.
Take off the air cleaner when you get ready to start it and spray just a little starting fluid in the carb, Don't choke it. It will run rough and smoke like crazy, but after it runs a while it should be fine. It make take a few starts before it continues to run. At first it may run just on the starting fluid, but once the plugs fire up enough to burn the oil out it should run on its own.
Be sure and check the oil and if it seems like the slightest amount of gas in it, change the oil and filter.

Check the oil in the engine, see if it smells like there is gasoline in the oil. Black smoke would indicate a fuel burn issue, which means there could be a rather dominant presence of gas in the oil pan. This is more common than you might think in an engine that has sat for a while, the gas becomes varnish and causes the float in the carb to stick, allowing the gas to run through the engine. The thinned gas could also be causing the leaking around the plug.
If this is the case and there is gas in the oil (the two smell nothing alike, so it's easy to tell if there is fuel in the oil), then you want to start with cleaning the carb out, making sure the float is not sticking. You'll also need to drain and replace the oil and likely clean the spark plug from where the oil can get into the engine head.

You have overfilled the oil tank. White smoke is only a hassle, not a serious problem. You have to empty some of the oil and change the gas. Clean the air filter if it is the spongy type with Dawn Dishwashing Liquid, rinsing and drying it well before reinstalling. The white smoke will stop soon as it is still in the gas that is in the carb. If the case is that you haven't filled it with oil prior to this smoke then you must be mowing on a hillside and the gas tank was on the lower side allowing oil to leak into the gas. Same solution.
