You are going to think I am nuts....but go to the Norton Support site and get the Norton Removal Software from them and remove the Norton program. The boot the laptop off the Windows Vista disc. Once the windows files load, choose your windows installtion....it will most likely be the only one on the list. Once you choose it, choose repair as the option. Windows will scan your windows installation for errors and repair them if it can by using the files on the cd drive. Once it is done with that, reboot the laptop, take the disc out after it reboots, you don't want to boot off the disc again.

even something as small as an electrical extension or a faulty fan lead can cause this problem a computer needs all of the data and electrical current to travel through every working device and to have an end for a computer to be able work properly
make sure your graphics card is securely seated with no dust
if you remove the graphics card to clean the socket replace it
restart the computer the found new hardware wizard should activate
