All the lights are lit up on the front panel. When you try to start it it says err and then loc. We can't change any of the settings it wil say err and then switch to loc.

Is the message "LOL" or "LOC"? I suspect the child lock "LOC" has been activated. To toggle this off, press and hold Options and Select for 10+ seconds. This feature prevents someone from accidently starting or changing a cycle selection.
There is a small padlock icon in the middle of lines linking the two buttons that let you toggle the child lock on and off.
You can try clearing the code and then running the machine. Try colding down the pause and clear button simultaneously for three second s and the faul should clear Or try turning the knob around 9 times to clear the fault.
the control panel is locked. on the control panel, there will be either a "lock" button that you hold down for 3-5 seconds to unlock, or it will have "lock" in small letters with a line pointing to 2 of the option buttons. hold the 2 buttons it points to for 3-5 seconds and it will unlock. the control lock is a child safty feature that will not allow any the washer to work until it is unlocked. P.S. to put the control panel into the lock mode, is the same way as you unlock the control panel.
Just had same problem. After removing boot/rubber gasket around opening, and replacing door lock assembly it still would not work giving the same ERR LOC message! Another site directed me to press the "Options" and "Select" buttons at the same time. BINGO! My husband was quite proud of me!
Sounds like it needs replacing from what you have said. You could try to free up the locking mechanism by going behind the lock on the washer from the top and the door catch. If this fails to solve the problem, then you will need to buy a new unit. You will get one online from Seme Nedis Ltd. You will should find the washer model number on the outer edge of the door. The control panel may in *LOCKED* mode.
Press the *OPTIONS* and *SELECT* buttons at the same time and hold for about three seconds to unlock the control panel.
Make sure the detergent tray is fully closed too.
