If it's a boot password, Unplug the bios battery at the bottom of the mother board "unplug the PSU and Battery first" push and hold the power botton for about 20-sec. reconnet the battery and/or PSU and power up.

I just wrote up a big explanation and posted it and now I don't see it anywhere (discouraging). So here's my short version. I had this reboot every 2 sec problem on my Presario F700 and finally gave it up for dead. I used the site http://www.insidemylaptop.com/disassemble-compaq-presario-f700-notebook/ and popped off the top cover (where the power button is) and took the HP Sticker off the power button and it's worked fine so far. I tried all the other things everyone suggested (the remove the hard drive, etc.) and those didn't work. So far...it's working good. I hope it works for you!

You may want to check your motherboard for bad caps.
You should be able to see the caps in and around the area of the CPU.
Some units have 10 or 12. The caps should be checked for crowning and possable leakage.
If this is not the case and the caps look to be good, you will want to check your power supply to assure that proper voltages are being delivered to motherboard.
I would remove CPU and memory, CMOS battery and reseat all removed. Install removed devices and check motherboard each time a device is installed. ( one at a time )

Please perform the below steps to fix this issue.
1. Check in device manager for cd drive option. in case its visible, right click on it and uninstall it and reboot the system and the corect drivers should get loaded automatically.
(to go to device manager follow the below steps:
in XP---1.On the desktop right-click on My Computer and click Properties or open the Control Panel and double-click the System icon.
2.In the System Properties window click the Hardware tab.
3.In the Hardware tab click the Device Manager button.
in vista\windows 7---1.Click on the Start Orb.
2.In the Start Search box type: device manager and then press enter.)
2. Delete the upper and lower filters:
For XP
Start -> Run ->regedit - > Ok
It opens the registry editor window. navigate as per the below path
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
On the right side pane if you see upper or lower filter options...right click and delete them.Restart the system
For Vista
Start - > Search - > regedit - > OK
It opens the registry editor window. navigate as per the below path
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
On the right side pane if you see upper or lower filter options...right click and delete them.Restart the system
3. Check in Sysem setup/BIOS and see it the drive is getting detected. in case the drive is not getting detected over there it is a possibility that the data cable that connects the drive to the main board might be loose. if that is the case we need to go into more detailed troubleshooting. please let me know if above steps fix the issue else will provide further steps.

This is related to the same issues caused by the faulty Nvidia chipsets used in the dv3000/6000/9000 series. These series were subject to a warranty enhancement of an additional 12 months; however HP neglected to include many of the affected models in this offer. These faulty chips (or faulty chip applications) can be seen in a variety of HP/Compaq laptops and desktops sold anywhere from 2007 to 2009 The thermal paste on the chip is improperly applied and so it overheats causing damage to itself and other electrical components near to it including the wireless controller. The big clues are that the wireless will stop working and the display may be garbled or just not work at all. Many HP repaired/refurbished models are subject to repeat issues because lets be honest: HP just doesn't give a damn. I would never advise anyone to purchase and HP laptop or desktop, having seen the problems I have in models going all the way back to as long as 5 years ago. IBM/Lenovo Thinkpads, Toshiba Tecras, Asus anything, and commercial grade Dell products are all fine purchases. Avoid any model you can find at Walmart, Target, large big box resellers as they often make (unfair) deals with the manufacturers as to who will handle the warranty issues and repairs. You could wait a month longer if you had to have your repair done at Future Shop as opposed to half that time for repair direct from the manufacturer or authorized shop. Walmart gets a lot of factory seconds. And lets be honest, if you're buying a $500 laptop, it may seem like a lot of money to you but in reality its not. You will get what you pay for and if you can afford a $1500 Asus with their included two -year warranty you are far more likely to come out ahead in the end.
