It will play a cd but not a DVD
You could download some free DVD player programs.If you have tried playing DVD on several DVD player programs and it still can't work, maybe it is because your DVD drive can't read the DVD. You may need to check the drive or replace it.
DVDs are encrypted (sort of), and require DVD Player software to be installed (as it contains the decryption algorithms). Install DVD Player software.
Control panel,administrive tools,computer management,device manager scroll to cd/dvd rom drives right click properties then properties again then tick enable cd digital cd audio for this cd rom device or scroll to dvd regions select no _ for your specific area

what does play mean? a store bought DVD movie?
NO model DVD drive told i the PC .
so there is no answer lacking that key fact.
some sold new, that PC with DVD support.
so load vlc and play anything.
if PC runs XP that OS loves to fail and cures are complex. no OS told
here is the all cause list, then,
1: dvd is not store bought movie (guessing movie play goal.
2: dvd is scratched or clacked. or not label up.
3: DVD is not a DVD drive is only CD, (look)
3b:DVD drive is defective or needs lens cleaned inside.
4: Dvd drivers for this PC missing or corrupted
OEM has none now. page 63 in your manual.
if explorer shows file on the dVD? see next causes.
5: XP is infected, as all are.
6: XP has bad dvd filters in registry. vast did. cure is tricky, google it .
7: not running VLChttps://www.videolan.org/vlc/
VLC is free and safe, and plays DVD no problem
even plays real movies, mp3 or Mp4 and vast other formatted media.

the hard nut to crack is XP is infected and drivers found for any XP device, are fully infected now, (evil world thing)
and OEM has zero support.
the manual on this PC shows that the from of the tray will show DVD stamps on it if is in fact DVD .
I can not read your tray or drive top sticker label
a 2nd way to know, what is there. super easy is run free HwINFO32.EXE AND IT SHOWS THIS DRIVE
AND SHOWS, WHAT MEDIA IT SUPPORTS.
LIKE DVD-ROM AND DVD-R, ETC.
