It may be a louver or the problem might be the hood vent exhaust fan.
There
should be a "mini-manual" (tech sheet) hidden inside the unit
behind the
control panel or hidden on the left side behind the grille, which is
very helpful when troubleshooting, testing, and locating components.
At
our Web site, we have a video
available showing how to remove a typical
over the range control panel assembly in under 5 minutes.
You can download GE
owner's manuals and installation instructions here in order to check those by the book.
Also on those models, electrolytic capacitors sometimes fail on the control circuit board, leading to humming and chattering of relays, etc.
We regularly repair these control units for
customers nationwide by mail for $39.95 postpaid in about a
week with a one-year guarantee.
If you have trouble with your exhaust fan or cooktop lights, please have it repaired right away so the problem doesn't cascade on you.
Feel free to contact me directly (and please remind me of your
full model number) for more information & help.
We're
happy to help you with free advice and we'd appreciate your
thoughtful rating of our answer.

I have a similar issue with a similar model... JVM1860BF001. At first I thought the noise was something caught in the vent, but since the noise only occurred when the microwave itself was on (as opposed to the vent, which I had cleaned thoroughly), I realized I had to dig further. I've since isolated the problem to the stirrer motor, it sounds like maybe something has disintegrated inside the motor housing.
The plastic cover inside the microwave is the stirrer cover... gently remove the plastic plug and rotate the cover in the direction indicated and the cover and stirrer will drop into your hand. I ran my microwave (with a cup of water in it to absorb the energy) with the stirrer removed, and confirmed that the stirrer drive was still working... but still had the noise. I then disconnected the power to the stirrer motor (long needlenose pliers thru the vent opening, pull the plug) and voila! sweet blessed silence...
I haven't dropped the unit to replace the motor yet... I'm assuming that's what needs to happen?
it makes a small sound with door closed but a loud R_R_R_R_noise when iopen the door
