I just got a used 1995 Grand Cherokee. Engine was replaced a couple years ago and the thing runs like a champ, but a couple items are not working. Primary is the radio. The lights come on and it looks like it really wants to play, but NO SOUND is coming from the speakers. No scratchy sound, nothing. Any idea where I'd check the speaker hookups? Of note: I noticed there were several burnt out 20 amp fuses in the glove box. I replaced the fuse and that's when the lights of the radio came on - but alas no sound.

There could be a fusible link under the hood off the starter relay that is burnt out.

I think I have found the problem. When I wiggle the ignition switch the turn signals and radio go on and off so I feel the issue is in the ignition switch. From what I understand the actual electronics for the switch are at the base of the sterring column behind the lower dash panel and is connected by a rod that may need adjusting.

There are broken wires in the wiring harness between the frame and your driver's side door. These wires control all the windows and door locks in a 95 Jeep. Same thing happened to me. You will have to cut the rubber boot to get it off and check which wires are broken and repair them.

This means you have a short. I am assuming you are talking about the fog light fuse. Does this fuse blow whether the fog lights are off? or just when turned on?
If the fuse blows when the switch is off the switch is bad too. If the fuses only blows when the switch is turned on you have a short in the wiring or bulb.
I don't know if you have test equipment so first I would say to remove both driving bulbs from their sockets and see if there is corrosion. Fix that problem if there is corrosion.
Then install a fuse without the bulbs and see if the fuse blows. If you have a test light you can bridge the fuse panel without putting a fuse in. If there is a connection you have a hot wire grounding. If there is no problem install one light, fuse or bridge the fuse holder and see if 1 light works. Try each side. This way you can isolate the problem. Then visibly inspect wiring.
